遼寧省推進國有企業健全公司治理機制實施方案


為貫徹落實《國(guo)(guo)務院(yuan)辦(ban)(ban)公廳關于進(jin)一步完善國(guo)(guo)有(you)(you)企業法(fa)人治理(li)結構的指導意見》(國(guo)(guo)辦(ban)(ban)發〔2017〕36號)精神,加快推(tui)進(jin)國(guo)(guo)有(you)(you)企業形成(cheng)健全有(you)(you)效(xiao)的公司治理(li)機制,切(qie)實增(zeng)強國(guo)(guo)有(you)(you)企業內在活(huo)力(li)、市(shi)場競(jing)爭力(li)和發展引領力(li),成(cheng)為遼寧老工業基(ji)地振興“龍頭”,特制定本實施方(fang)案(an)。
  一、總體要求
  (一)指導思想(xiang)。
  全(quan)面貫徹(che)落實黨的(de)(de)十(shi)九大(da)精神(shen),以習(xi)近平新時代(dai)中國特(te)色社(she)會(hui)(hui)主(zhu)義(yi)思想為指導(dao),深入貫徹(che)落實習(xi)近平總書記在(zai)參加十(shi)二屆全(quan)國人(ren)(ren)大(da)五次會(hui)(hui)議遼(liao)寧(ning)代(dai)表團審議時重要講話(hua)精神(shen),以建立健全(quan)現代(dai)企業(ye)制度(du)(du)為方(fang)向,堅持黨的(de)(de)領(ling)導(dao),堅持依法(fa)治企,規(gui)范出資人(ren)(ren)機構、股東會(hui)(hui)(包括股東大(da)會(hui)(hui),下(xia)同(tong))、董事(shi)會(hui)(hui)、經理(li)層、監事(shi)會(hui)(hui)、黨組織(zhi)和職工(gong)代(dai)表大(da)會(hui)(hui)的(de)(de)權責,完善符合市場(chang)經濟規(gui)律的(de)(de)國有企業(ye)法(fa)人(ren)(ren)治理(li)結構,建立市場(chang)化(hua)選人(ren)(ren)用(yong)人(ren)(ren)機制,深化(hua)企業(ye)內部用(yong)工(gong)和收入分配制度(du)(du)改革,不(bu)斷夯實國有企業(ye)健康發展(zhan)和競爭(zheng)力提(ti)高的(de)(de)基礎(chu)。
  (二)主要目(mu)標。
  到2020年(nian),實現(xian)以下目(mu)標:
  1.建(jian)立有(you)(you)效制衡的(de)公司法人治理(li)結構。有(you)(you)效發揮黨組織的(de)領導作(zuo)用(yong)、董事會的(de)決(jue)策作(zuo)用(yong)、監(jian)事會的(de)監(jian)督作(zuo)用(yong)、經(jing)理(li)層的(de)經(jing)營(ying)管(guan)理(li)作(zuo)用(yong),培育一(yi)支德才兼(jian)備、業務精通、勇(yong)于擔當的(de)董事、監(jian)事隊伍,規(gui)范(fan)的(de)董事會建(jian)設(she)基本完成,權(quan)責(ze)對等、運轉(zhuan)協調、有(you)(you)效制衡的(de)決(jue)策執(zhi)行監(jian)督機制基本建(jian)立。
  2.形成靈活高效的(de)(de)市(shi)場化(hua)經營機(ji)制(zhi)。建立健全市(shi)場化(hua)選人(ren)(ren)用人(ren)(ren)機(ji)制(zhi)和差異化(hua)薪(xin)酬(chou)分配制(zhi)度,造就一批政治(zhi)堅定(ding)、善于經營、充滿活力的(de)(de)職(zhi)業(ye)經理(li)人(ren)(ren),全面完成企(qi)業(ye)內(nei)部(bu)管理(li)人(ren)(ren)員(yuan)能上能下、員(yuan)工能進能出、收入能增(zeng)能減的(de)(de)制(zhi)度改革,企(qi)業(ye)各類人(ren)(ren)員(yuan)推動企(qi)業(ye)發展的(de)(de)責任心切實增(zeng)強。
  3.國有企業黨的建設全面加強(qiang)。加強(qiang)黨的領(ling)導與完善公(gong)司治理有機(ji)統(tong)一,把黨的領(ling)導融入(ru)公(gong)司治理各環節,企業黨組織內嵌(qian)到(dao)公(gong)司治理結構之(zhi)中,明確和落實黨組織在公(gong)司法人治理結構中的法定地位,做到(dao)組織落實、干部到(dao)位、職責明確、監督嚴格。
  二、主要任務
  (一(yi))進一(yi)步(bu)健全公司法人治理結構。
  1.厘清公(gong)(gong)司法(fa)(fa)(fa)(fa)(fa)人治理(li)結構各(ge)主體的權(quan)責界限。黨(dang)組織在企業發(fa)揮領導作(zuo)用,支持董(dong)(dong)事(shi)(shi)會(hui)、監(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)、經(jing)(jing)理(li)層依法(fa)(fa)(fa)(fa)(fa)履行(xing)(xing)(xing)職(zhi)責,保證黨(dang)和(he)國家方針政策的貫徹執行(xing)(xing)(xing)。股東(dong)會(hui)是(shi)公(gong)(gong)司的權(quan)力機(ji)構,主要依據法(fa)(fa)(fa)(fa)(fa)律法(fa)(fa)(fa)(fa)(fa)規(gui)和(he)公(gong)(gong)司章(zhang)程(cheng),通過委(wei)派或更換董(dong)(dong)事(shi)(shi)、監(jian)(jian)(jian)(jian)事(shi)(shi)(不含職(zhi)工代表),審(shen)核批準董(dong)(dong)事(shi)(shi)會(hui)、監(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)年(nian)度(du)工作(zuo)報告,批準公(gong)(gong)司財務預決算、利潤分配方案等方式,對董(dong)(dong)事(shi)(shi)會(hui)、監(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)以(yi)及董(dong)(dong)事(shi)(shi)、監(jian)(jian)(jian)(jian)事(shi)(shi)的履職(zhi)情(qing)況進(jin)行(xing)(xing)(xing)評價和(he)監(jian)(jian)(jian)(jian)督。董(dong)(dong)事(shi)(shi)會(hui)是(shi)公(gong)(gong)司的決策機(ji)構,對股東(dong)會(hui)負責,執行(xing)(xing)(xing)股東(dong)會(hui)決定,依照(zhao)法(fa)(fa)(fa)(fa)(fa)定程(cheng)序和(he)公(gong)(gong)司章(zhang)程(cheng)授權(quan)決定公(gong)(gong)司重大事(shi)(shi)項(xiang),接(jie)受股東(dong)會(hui)、監(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)監(jian)(jian)(jian)(jian)督,認真履行(xing)(xing)(xing)決策把關(guan)、內部管(guan)理(li)、防范(fan)風險、深化(hua)改革等職(zhi)責。經(jing)(jing)理(li)層是(shi)公(gong)(gong)司的執行(xing)(xing)(xing)機(ji)構,依法(fa)(fa)(fa)(fa)(fa)由(you)董(dong)(dong)事(shi)(shi)會(hui)聘任(ren)或解(jie)聘,接(jie)受董(dong)(dong)事(shi)(shi)會(hui)管(guan)理(li)和(he)監(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)監(jian)(jian)(jian)(jian)督。監(jian)(jian)(jian)(jian)事(shi)(shi)會(hui)是(shi)公(gong)(gong)司的監(jian)(jian)(jian)(jian)督機(ji)構,依照(zhao)有關(guan)法(fa)(fa)(fa)(fa)(fa)律法(fa)(fa)(fa)(fa)(fa)規(gui)和(he)公(gong)(gong)司章(zhang)程(cheng)設立(li),對董(dong)(dong)事(shi)(shi)會(hui)、經(jing)(jing)理(li)層成員的職(zhi)務行(xing)(xing)(xing)為(wei)進(jin)行(xing)(xing)(xing)監(jian)(jian)(jian)(jian)督。
  2.加強和(he)(he)(he)規(gui)范(fan)董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會建設。加強董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會制度建設,研究制定(ding)董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會選聘經(jing)理(li)(li)(li)(li)層成(cheng)(cheng)(cheng)員(yuan)、外(wai)(wai)部(bu)董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)管理(li)(li)(li)(li)、外(wai)(wai)部(bu)董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)薪(xin)(xin)酬(chou)(chou)(chou)管理(li)(li)(li)(li)、職(zhi)(zhi)(zhi)(zhi)工董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)履(lv)職(zhi)(zhi)(zhi)(zhi)管理(li)(li)(li)(li)、企(qi)(qi)(qi)業(ye)(ye)保障(zhang)職(zhi)(zhi)(zhi)(zhi)工董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)依法(fa)(fa)履(lv)職(zhi)(zhi)(zhi)(zhi)等加強董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會、董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)管理(li)(li)(li)(li)的(de)相關(guan)制度;進(jin)一步(bu)(bu)完(wan)善和(he)(he)(he)建立(li)董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會、外(wai)(wai)部(bu)董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)定(ding)期(qi)向(xiang)出資(zi)人(ren)報告制度。規(gui)范(fan)董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會議(yi)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)規(gui)則,嚴格實行董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會集體審議(yi)、獨(du)(du)立(li)表(biao)決(jue)(jue)、個人(ren)負責(ze)(ze)的(de)決(jue)(jue)策制度,平(ping)等充(chong)分(fen)發表(biao)意(yi)見,一人(ren)一票(piao)表(biao)決(jue)(jue),保障(zhang)董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會會議(yi)記錄(lu)和(he)(he)(he)提案(an)資(zi)料的(de)完(wan)整性;建立(li)董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會決(jue)(jue)議(yi)跟蹤落(luo)實以及后評(ping)估制度;董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會要結合實際,設立(li)薪(xin)(xin)酬(chou)(chou)(chou)與考核(he)委員(yuan)會、審計委員(yuan)會等專(zhuan)門委員(yuan)會,為董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會決(jue)(jue)策提供咨詢。健(jian)全(quan)外(wai)(wai)部(bu)董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)制度,建立(li)外(wai)(wai)部(bu)董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)人(ren)才(cai)庫,加快引入(ru)外(wai)(wai)部(bu)董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi),并逐步(bu)(bu)向(xiang)具備條件(jian)的(de)企(qi)(qi)(qi)業(ye)(ye)增加外(wai)(wai)部(bu)董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)的(de)數(shu)量,到2020年(nian)實現(xian)國(guo)有獨(du)(du)資(zi)公司外(wai)(wai)部(bu)董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)占多數(shu);嚴格履(lv)行外(wai)(wai)部(bu)董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)資(zi)格認定(ding)和(he)(he)(he)考察程(cheng)序(xu),拓寬(kuan)外(wai)(wai)部(bu)董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)來源渠道(dao),擴大專(zhuan)職(zhi)(zhi)(zhi)(zhi)外(wai)(wai)部(bu)董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)隊伍,暢通(tong)現(xian)職(zhi)(zhi)(zhi)(zhi)國(guo)有企(qi)(qi)(qi)業(ye)(ye)負責(ze)(ze)人(ren)轉任(ren)(ren)(ren)專(zhuan)職(zhi)(zhi)(zhi)(zhi)外(wai)(wai)部(bu)董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)的(de)轉任(ren)(ren)(ren)渠道(dao)。積極穩妥(tuo)落(luo)實董(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)(dong)事(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)會職(zhi)(zhi)(zhi)(zhi)權,選取部(bu)分(fen)國(guo)有獨(du)(du)資(zi)企(qi)(qi)(qi)業(ye)(ye)試點(dian)推進(jin)董(dong)(dong)(dong)(dong)(dong)(dong)(do   1.建立(li)市(shi)場(chang)化用(yong)工(gong)機制,實現員(yuan)(yuan)(yuan)工(gong)能進(jin)能出(chu)。建立(li)以合(he)同(tong)契(qi)約化管理為核(he)心、崗(gang)(gang)位管理為基礎的市(shi)場(chang)化用(yong)工(gong)機制,優化企(qi)(qi)業用(yong)工(gong)結構(gou),規范(fan)用(yong)工(gong)形式,暢(chang)通企(qi)(qi)業員(yuan)(yuan)(yuan)工(gong)進(jin)出(chu)渠道,形成正(zheng)常流動機制。全面實行公開招聘制度,除國家政策性(xing)安置、涉(she)密(mi)崗(gang)(gang)位新(xin)增(zeng)人員(yuan)(yuan)(yuan)外(wai),企(qi)(qi)業新(xin)增(zeng)人員(yuan)(yuan)(yuan)公開招聘比率(lv)達到100%,企(qi)(qi)業依法與員(yuan)(yuan)(yuan)工(gong)簽訂勞(lao)(lao)動合(he)同(tong)率(lv)達到100%。清理企(qi)(qi)業各類用(yong)工(gong)關系(xi)和勞(lao)(lao)務關系(xi),嚴格(ge)控制勞(lao)(lao)務派遣(qian)用(yong)工(gong)數量。通過轉崗(gang)(gang)、待崗(gang)(gang)培訓、解除勞(lao)(lao)動合(he)同(tong)等途徑,多渠道分(fen)流安置富(fu)余人員(yuan)(yuan)(yuan)。

  2.堅持完善“雙向(xiang)進(jin)入(ru)(ru)、交叉任(ren)職”的(de)(de)領(ling)導(dao)體制。落實(shi)黨(dang)(dang)(dang)(dang)組(zu)(黨(dang)(dang)(dang)(dang)委(wei)(wei))成(cheng)員進(jin)入(ru)(ru)董事(shi)(shi)(shi)會、監(jian)事(shi)(shi)(shi)會、經(jing)(jing)理層(ceng)(ceng)工作。符合條件的(de)(de)企(qi)業黨(dang)(dang)(dang)(dang)組(zu)(黨(dang)(dang)(dang)(dang)委(wei)(wei))領(ling)導(dao)班子成(cheng)員可(ke)以通過法(fa)定程序(xu)進(jin)入(ru)(ru)董事(shi)(shi)(shi)會、監(jian)事(shi)(shi)(shi)會、經(jing)(jing)理層(ceng)(ceng);董事(shi)(shi)(shi)會、監(jian)事(shi)(shi)(shi)會、經(jing)(jing)理層(ceng)(ceng)成(cheng)員中符合條件的(de)(de)黨(dang)(dang)(dang)(dang)員可(ke)以依照有關(guan)規定和(he)程序(xu)進(jin)入(ru)(ru)黨(dang)(dang)(dang)(dang)組(zu)(黨(dang)(dang)(dang)(dang)委(wei)(wei));經(jing)(jing)理層(ceng)(ceng)成(cheng)員與黨(dang)(dang)(dang)(dang)組(zu)(黨(dang)(dang)(dang)(dang)委(wei)(wei))領(ling)導(dao)班子成(cheng)員適(shi)度交叉任(ren)職;董事(shi)(shi)(shi)長、總經(jing)(jing)理原則上分設,黨(dang)(dang)(dang)(dang)組(zu)(黨(dang)(dang)(dang)(dang)委(wei)(wei))書記、董事(shi)(shi)(shi)長一般由(you)一人擔任(ren)。工會主(zhu)席(xi)、副主(zhu)席(xi)一般應當(dang)作為(wei)職工董事(shi)(shi)(shi)、職工監(jian)事(shi)(shi)(shi)候選人人選。
  3.建立黨管(guan)干部(bu)原(yuan)則(ze)與現(xian)代企業(ye)制(zhi)度、市(shi)場競爭相適應的選人(ren)(ren)(ren)用(yong)人(ren)(ren)(ren)機制(zhi)。積極(ji)探索黨管(guan)干部(bu)原(yuan)則(ze)與董(dong)(dong)事會(hui)(hui)選聘經營管(guan)理(li)者有(you)機結(jie)合(he)的途徑和方法(fa)。堅持黨管(guan)干部(bu)原(yuan)則(ze)與董(dong)(dong)事會(hui)(hui)依(yi)法(fa)選聘經理(li)層成(cheng)員(yuan)(yuan)(yuan)以及經理(li)層成(cheng)員(yuan)(yuan)(yuan)依(yi)法(fa)行使用(yong)人(ren)(ren)(ren)權相結(jie)合(he),有(you)序(xu)推(tui)(tui)進(jin)董(dong)(dong)事會(hui)(hui)選聘經理(li)層成(cheng)員(yuan)(yuan)(yuan)工作,上級黨組織(zhi)及其組織(zhi)部(bu)門、國資(zi)委黨委應當發(fa)揮確定(ding)標準、規范程序(xu)、參(can)與考(kao)察、推(tui)(tui)薦人(ren)(ren)(ren)選等作用(yong)。選聘外部(bu)董(dong)(dong)事,國資(zi)委黨委要搞好政治考(kao)察,嚴格管(guan)理(li)并進(jin)行決策失(shi)誤問責(ze)追責(ze)。
  4.充(chong)分發(fa)揮紀(ji)(ji)檢(jian)(jian)監(jian)察(cha)、巡視、審計等監(jian)督作用(yong)。國有企業董(dong)(dong)事、監(jian)事、經理層中(zhong)的黨(dang)(dang)員每年要定期(qi)向黨(dang)(dang)組(黨(dang)(dang)委)報告個人履職和廉(lian)潔自律情(qing)況。上級黨(dang)(dang)組織(zhi)對國有企業紀(ji)(ji)檢(jian)(jian)組組長(紀(ji)(ji)委書記(ji))實行委派制度和定期(qi)輪崗制度,紀(ji)(ji)檢(jian)(jian)組組長(紀(ji)(ji)委書記(ji))要堅持原(yuan)則、強化監(jian)督。紀(ji)(ji)檢(jian)(jian)組組長(紀(ji)(ji)委書記(ji))可(ke)列(lie)席(xi)董(dong)(dong)事會(hui)(hui)和董(dong)(dong)事會(hui)(hui)專門委員會(hui)(hui)的會(hui)(hui)議(yi)。
  三、保障措施
  (一(yi))加強組(zu)(zu)織領(ling)導(dao)。遼寧省深化(hua)國資國企(qi)改革領(ling)導(dao)小組(zu)(zu)要(yao)進(jin)一(yi)步加強對完善公(gong)司(si)治理機(ji)制(zhi)的(de)(de)統(tong)籌指導(dao)和協調(diao)推進(jin),及時協調(diao)解決(jue)工作中(zhong)存在的(de)(de)有(you)關問(wen)題(ti)。各市要(yao)建立相(xiang)應的(de)(de)領(ling)導(dao)協調(diao)機(ji)制(zhi),確保各項工作取得實效。
  (二)完善(shan)相關(guan)政策。有(you)關(guan)部(bu)(bu)門要加快研究制定董事會建(jian)設、市(shi)場化選(xuan)人、深化企業(ye)內(nei)部(bu)(bu)勞(lao)動用工和收入分配制度改(gai)革(ge)的(de)相關(guan)政策,并抓好落實(shi)。
  (三(san))加強督導考核。各地區、各有(you)關部門要將(jiang)健全公司治理機制作(zuo)為督導國有(you)企業改(gai)革發展的重點內容(rong),相關工作(zuo)納入企業年度(du)(du)(du)績效考核,對(dui)進(jin)度(du)(du)(du)緩慢、措施不力(li)、未(wei)完(wan)成序(xu)時(shi)進(jin)度(du)(du)(du)的及時(shi)督促(cu)整改(gai)。
